BYLAWS AS ADOPTED BY DISTRICT CONFERENCE

THE ROCKY MOUNTAIN DISTRICT
OF THE CHRISTIAN AND MISSIONARY ALLIANCE

May 15, 2006


No by-laws were attached to any Article (corresponding to the Uniform Constitution for Districts) not included below.

Article II
Section 1 District Conference:
1. The Rocky Mountain District will conduct its business in its District Conferences in non-Council years including the presentation of reports, elections, and consideration of legislative proposals.  In Council years the District will review financial reports.

2. The District Executive Committee (hereafter referred to as Dexcom) shall have oversight of District Conference.      

3. All licensed personnel are required to attend District Conference unless excused by the District Superintendent.

4. The program of District Conference shall be in keeping with our desire to be a movement that glorifies God by nurturing and planting Great Commandment, Great Commission churches.
 
5.  The District Nominating Committee shall consist of seven members who serve a two year term.  District Conference shall elect 5 persons.  The additional two members, the Chairman and Vice-Chairman, shall be appointed by DEXCOM.

6. DEXCOM shall appoint a Legislative Committee in non-Council years to serve a two-year term and name its chairman.  This committee shall review all reports and facilitate appropriate opportunity to address legislative matters by delegates.  This committee shall than present a report, including any recommendations to Conference.

7. DEXCOM shall appoint a Rules Committee of four persons, and name its chairman.  Two persons shall be appointed in non-council years to a four year term.

8. DEXCOM shall appoint two persons to assist the District Secretary in the responsibility of recording the minutes of Conference, in the Conferences in which business is conducted.

9.  The district’s fiscal year shall be set by Dexcom.

10.  Business sessions of District Conference shall be conducted according to “Roberts Rules of Order – Newly Revised Edition”.

Section 2 District Executive Committee:
1. DEXCOM shall consist of the District Superintendent, the Secretary, the Treasurer and 6 additional members.  With the exception of the District Superintendent, 4 shall be elected in non-Council years for a 4 year term.   DEXCOM members are eligible for two consecutive terms.  A minimum of two laypersons shall serve on DEXCOM.

2. Dexcom has the authority to fill any district committee vacancy.  The duration of the appointment will be for the unexpired portion of the term.

3.  District staff appointments shall be made by DEXCOM as nominated by the District Superintendent.

Section 3 Officers:
1.  Officers of the district are authorized to sign any and all documents as may be required.

Section 4 Elections:
1.  District Superintendent Search Committee:  In the election of a District Superintendent there shall be a Search Committee consisting of the officers of the Nominating Committee and four additional members appointed by Dexcom.  The chairman of the Search Committee shall be appointed by Dexcom.   The task of this committee is to recommend a qualified person for this office to the Nominating Committee.

2.  The District Executive Committee shall in consultation with the President of Crown College appoint one representative to serve on the Crown College Board of Trustees for a four year term.

3.  Dexcom may appoint such committees as it deems appropriate.

4.  The District Superintendent shall be responsible for the management of all district staff.

Section 5 Licensing, Ordination, Consecration Committee
1.  In addition to the District Superintendent there shall be minimum of six and maximum of 8 serving on the District License, Ordination and Consecration Council.  DEXCOM shall appoint 3 or 4 members in non-Council years for a 4 year term.  The District Superintendent shall serve as, or appoint, a moderator.

Section 6 Disciple Making Ministries
1. The District Director of Disciple Making shall be appointed by Dexcom.

2. The District Disciple Making Committee shall be appointed by Dexcom.  Duties of the Committee on Disciple Making Ministries shall be the oversight of the children, youth, and adult ministries.

Section 7 Missions Mobilization Committee
1. The District Missions Mobilization Committee shall be appointed by Dexcom.

Section 8 Property
1. Dexcom has the authority to acquire, dispose of, improve, encumber, and convey property, real and personal on behalf of the District.

2. All plans by any district church or entity to purchase or sell real estate, all plans to construct new buildings or make structural changes on existing facilities, and all plans to borrow funds associated with the above must be approved by Dexcom before proceeding. All District owned properties shall be appraised before the District Administration enters into a buy /sell agreement. 

Section 9 Accredited Churches
1.  Financial support for the District Budget shall be secured by the following method, and shall be payable monthly.  All accredited churches shall endeavor to give 10% of their general fund receipts to the District Operating Budget exclusive of donor designated contributions.  Churches working toward accreditation shall endeavor to give a graduated percentage in lieu of the 10% for the first four years according to the following schedule:  first year: 2%; second year, 4%; third year, 6%, fourth year, 8%; subsequent years will be the same as that for established churches. 

2.  Churches participating in the Church Tuition Grant Program of Crown College shall endeavor to give a total of 11% of their general fund receipts, exclusive of donor designated contributions.  Not less than 8% shall be given in support of the District Budget.

Section 10 Affiliated Churches
1. Affiliated churches will give to the District Budget at a level agreed to between the church and the administration.
