POLICY MANUAL
ROCKY MOUNTAIN DISTRICT
CHRISTIAN AND MISSIONARY ALLIANCE

The Mission of the Rocky
Mountain District is to glorify God by nurturing and planting
Great Commandment, Great Commission churches.
The following policies
of the Rocky Mountain District are subordinate to the Constitution for
Districts of the Christian and Missionary Alliance and the
Bylaws of the Rocky Mountain District.
District Conference
Conference reports shall be made
available to delegates at least two weeks before District Conference.
District Executive Committee
The officers of the District shall serve as
the Executive Sub-Committee of DEXCOM.
At DEXCOM’s first meeting following District Conference, the District
Superintendent shall present a nominee to serve as the Vice-Chairman of
DEXCOM.
Official Worker Relational Opportunities
A retreat for Official Worker couples from small, remote towns and
churches (STRETCH Conference) may be held in January of each year.
Persons are eligible to attend that conference if they meet any one of
the following conditions: 1. The town they live in is fewer than 2,500
population; 2. The church they serve is fewer than 75 average
attendance; 3. They live more than 50 miles from the nearest Wal-Mart.
Attendance is voluntary. Qualified pastors may elect to attend STRETCH
rather than TLC in any given year.
All Official Workers in the RMD are required to attend Team Leadership
Conference(TLC). Exceptions may be made by the District Superintendent
upon request. The Superintendent may require those not attending TLC to
attend STRETCH conference, whether they otherwise qualify for STRETCH or
not.
Church Planting
The administration shall recommend church
plants to DEXCOM for approval.
The budget of a church plant shall be approved by DEXCOM.
Any commitment for subsidy shall be in writing, with DEXCOM retaining
the right to suspend or alter any agreement at its discretion.
Church plants must be current in their contributions to DOB to be
eligible for subsidy.
Church Governance and By-Laws
Local churches in the RMD shall have a minimum of five members on
their Governance Authority.
Local churches in the RMD must submit a copy of their by-laws to
District administration for review and approval.
Church Building Construction
Local churches must seek DEXCOM approval for any facilities modification
or addition in excess of $50,000, fair market value.
Development
“Development” is the term applied to a
church which no longer meets the criteria essential to qualify as an
“Accredited” church. Any of the following may be the basis of putting
the church into development status.
Adult membership falling below 20.
The church has problems which they cannot solve.
The church becomes unable to financially support a full time pastor.
The church is unable to elect a sufficient number to its governance
authority as required by the local church constitution.
The decision to place a church on “development” status is the
responsibility of DEXCOM as recommended by the church and/or the
district administration.
“Development” status is a required first step to obtaining subsidy.
Once reclassified as a “Development” church, district administration
has greater authority in directing the church towards renewed health.
DEXCOM has the authority to restore a development church to accredited
status as recommended by the church and/or district administration.
Development churches must be current in their contributions to the DOB
to be eligible for subsidy.
District Camping
Oversight of the operation and development of
all District owned camp properties is the responsibility of DEXCOM.
Camp ministries exist to serve their constituent churches. Each camp is
to listen to their churches and learn how they can serve them
effectively.
Pastors of the churches that use the ministries of a camp are encouraged
to participate as well as recruit lay leaders to serve in camp
ministries according to their gift and call.
Camps may solicit support in labor, campers, and money from the churches
they serve. The recruiting of constituent churches will not be limited
by geographical boundaries or zones, but be based on the needs and
willingness of the churches to participate.
District camps shall be financially supported by the churches and
individuals they serve. District income, including reserves shall not
be used to meet the operating or capital development needs of district
owned camps.
Each camping ministry shall follow a coordinated audit review schedule
in keeping with that of the District.
Each camping ministry shall file a copy of their current insurance
coverage with the district office.
District Finance
The basis of calculating each local church
contribution to the DOB does not include monies used to pay for property
or building.
DEXCOM has the authority to disburse reserve funds and shall report such
actions to District Conference.
Any surplus at the end of a fiscal year shall be transferred to the
reserve fund.
The
Executive Sub-Committee of DEXCOM shall serve as the District Committee
on Finance and shall have the responsibility of proposing a budget to
the full DEXCOM at their last meeting of each calendar/fiscal year.
The proposed annual budget shall be distributed to District churches in
time to allow for review and comment to DEXCOM prior the last DEXCOM
meeting of the year, usually December.

District Finance / District
Ministry Travel Policy (April 14, 2009)

Travel for District Ministry
(District Office staff and District Committees) will use rental cars
and be reimbursed the cost of the rental invoice pus fuel.
Those desiring to use their personally owned cars will be be
reimbursed at 60% of the current IRS travel full reimbursement rate.
As of April 2009 that calculates to 33 cents per mile.

Where feasible the District Office
will assist in securing rental cars at Enterprise Rentals, making
use of our commercial account reduced rates.

A serving committee member driving
a personally owned vehicle AND car-pooling with at least one other
committee member will be reimbursed at the full current IRS mileage
reimbursement rate.

District Committee member meal
costs while travelling will be covered by a $12 per one way trip
per-diem allowance. ($24 per round trip)

Special assignments and exceptions
to any of the above may be made by Administration.

PGG attendance travel will be
reimbursed at 60% of the current IRS travel full reimbursement rate.
As of April 2009 that calculates to 33 cents per mile.

Committee Meeting Housing Policy
(December 09, 2009)
An attending District Committee member may:
-
Stay in the home of a District Office Staff Person or in the home of
a select Billings First Alliance member
-
Stay in a local hotel at District expense if two committee members
share a room
-
Stay in a local hotel and receive a 50% district subsidy of that
cost if staying alone or with spouse

Stay in a local hotel at personal expense as a donation to the
ministry of that committee and the RMD
Any District wide appeals for funds shall be approved by DEXCOM.
Great Commission Mobilization Events RMD local churches are responsible to pay for Great Commission
mobilization events (Formerly called “Missions Conferences). They are
encouraged to partner with other nearby RMD churches in recruiting,
employing, and paying for resource speakers for these events. Churches
with inadequate financial resources to pay their share of the expenses
may apply to the District for a financial grant.
Alliance Men and Alliance Women The presidents of District Alliance Men and
Alliance Women shall be elected or appointed by DEXCOM in a manner
consistent with their respective constitutions and shall report to
DEXCOM through the District Superintendent.
District Records District financial records shall be retained
in keeping with the requirements of the Internal Revenue Service. |
